Northland Pines-Eagle River Settle Annexation; New Development

After months of discussion the Eagle River city council Thursday formally annexed the Northland Pines school district property along Pleasure Island Road into the city adding about 80 acres from the town of Lincoln.

Concerns of the school possibly facing special assessments for improving the road were set aside with an agreement there would be no assessments for 30 years. The decision by the school came to a head when an offer to partner in an international student program for foreign students in cooperation with Nicolet College and the UW system was being worked on. The partnership would have Northland Pines sell part of their campus for construction of a dormitory to house up to 12 Chinese students. The need to extend sewer and water to the parcel required it be part of the city, therefore annexation was required.

The estimated cost of the dorm is $1,000,000 and the estimated cost per student for tuition and living is $45,000 per year. Under the program after three years each student would receive a Northland Pines high school diploma, a two year associated degree, and up to 64 college credits transferable into the UW system.

The Eagle River city council adopted without changes their 2017 budget of $2,985,314 rejecting one motion that would have eliminated support for July 4 fireworks. With anticipated revenues of $1,536,394 the levy is $1,448,920 which then has a projected tax rate of $8.25 per $1,000 of value . . . a decrease of 12 cents. The overall tax rate for Eagle River property from all taxing units is expected to be $15.58 or a decrease of 15 cents from last year. The council approved the request from the Business Improvement District to keep their assessment the same which is 95 cents per $1,000 value on all manufacturing and commercial property. This is expected to raise $87,000 toward their $140,000 budget.
