Sen. Mitch McConnell of Kentucky, left, hopes to use his "robust minority" to counter some of the plans of Democrats under Sen. Harry Reid of Nevada, the majority leader.

Senate Minority Leader Mitch McConnell of Kentucky says his "robust minority" of 49 Republican senators will take full advantage of the chamber's time-honored rules to offset the Democrats' new majority.

The longtime political strategist — who entered the Senate when Democrats were last in control — adds that today's minority is always tomorrow's majority.
