The state and Wisconsin utilities are urging customers to know the state moratorium on utility disconnections begins November 1.
During the moratorium, from November 1 to April 15, utilities are prohibited from disconnecting customers behind on their bills. The Public Service Commission of Wisconsin, which oversees state utilities, is reminding customers to contact their utilities.

"What the Public Service Commission is doing, we're urging people if they have a debt, they're behind payments and their energy has been disconnected, we're urging them to reach out to the utilities and either pay the debt and make arrangements for a payment plan to get reconnected going into the colder winter months...."
Sweeney says Wisconsin law also requires utilities to attempt to contact consumers currently disconnected in an effort to get customers reconnected, but utilities are not required to reconnect service until payment arrangements have been made. If consumers cannot reach an agreement with their utility, they may contact the PSC to discuss the situation. Sweeney says the state offers energy assistance to income-qualified families.
